New Collectionsとは何ですか？
New CollectionsはAlex Logashovによって開発されたChromeの拡張機能で、その主な機能は「Save and restore tabs」です。

New Collections拡張子のファイルをcrx形式でダウンロードし、ブラウザにChrome拡張機能を手動でインストールするか、crxファイルを友達と共有して簡単にChrome拡張機能をインストールします。
拡張機能の使用方法
Quickly save and restore open tabs without creating new bookmark entries. It doesn't use any online services or connections except Chrome's default storage sync service to optionally sync data between browsers. Import and export can be done by saving and loading generated JSON file.
Extension can be used as a popup or New Tab page. New Tab page can optionally display top sites and open tabs from synced devices.
